Rulemaking Hearings
The University of Tennessee Board of Trustees conducts rulemaking hearings, in the manner prescribed by the Uniform Administrative Procedures Act, T.C.A. §4-5-204. Oral and written comments on the proposed rulemaking will be received at the public hearings.

Classifying Students In-State and Out-of-State

Proposed Rule Amendment
The proposed rule amendment adds an additional category to the list of out-of-state students who are not required to pay out-of-state tuition to comply with recent federal and state law requirements, along with any future regulatory requirements. The additional provision reads as follows:
“(10) Any other person who is required to be classified as an in-state student for tuition purposes by applicable federal law or regulation, or who is required or permitted to be classified as an in-state student for tuition purposes by applicable state law or regulation.”
Submit Public Comments
Oral and written comments on the proposed rulemaking will be received at the public hearing. In addition, a virtual, livestream option will be made available for interested parties to provide oral comments at the hearing who have preregistered to speak at the hearing by no later than 5:00 p.m. (EDT) on Wednesday, October 16, 2024. The Board’s Standing Rule Governing Requests to Address the Board describes the procedures, terms, and conditions for speaking at the public hearing.
